Bill number generator

The bill number should be unique and is composed of the year an hyphen and the bill number for this year: yyyy-## example for the first bill of year 2022: 2022-01.

The system should recognized which number already exists, and based on the year do a +1 to generate the next bill number.

This value (year & id) should be over-writable via configuration file.
